Aspire Homes for Veterans is a Baltimore-based housing and community development initiative of the ASPIRE Project, created to expand quality housing opportunities for veterans while investing in the neighborhoods they call home.
The initiative is built around a straightforward belief: veterans deserve more than a place to live—they deserve a place to call home. Aspire Homes for Veterans is focused on creating safe, comfortable, accessible, and thoughtfully designed residential environments that promote independence, stability, dignity, and connection to the surrounding community.
Rather than approaching veteran housing through a single large-scale or institutional model, Aspire seeks to identify and responsibly redevelop residential properties throughout Baltimore. This neighborhood-based approach allows each project to become part of the existing community while preserving the character of Baltimore's neighborhoods and bringing new purpose to properties with redevelopment potential.
Accessibility is an important part of the Aspire vision. As properties are evaluated and designed, consideration is given to the different needs veterans may have throughout their lives, including mobility, accessibility, safety, comfort, and long-term usability. Each property will be evaluated individually so that improvements are appropriate for both the future residents and the surrounding neighborhood.
Aspire Homes for Veterans is also being developed as more than a housing initiative. As part of the broader ASPIRE Project, the program has the opportunity to connect housing with a growing network of healthcare, food access, community resources, and strategic partnerships. By bringing these efforts together, Aspire seeks to support not only where veterans live, but also their overall quality of life and connection to the community.
The initiative begins in Seton Hill, the home base of the ASPIRE Project, where the first Aspire Homes for Veterans properties are currently in planning and development. From that foundation, additional Baltimore properties are being evaluated as part of a broader 2027 development pipeline.
Through collaboration with veteran organizations, community partners, healthcare providers, nonprofit organizations, public agencies, funding partners, and neighborhood stakeholders, Aspire Homes for Veterans intends to grow responsibly and create a sustainable model for veteran-centered housing throughout Baltimore.

501–507 Orchard Street represents the inaugural development of the Aspire Homes for Veterans initiative and will serve as the foundation for our long-term vision of expanding quality veteran housing throughout Baltimore.
The project is planned as a new three-townhome community designed to provide modern, energy-efficient, and attainable homeownership opportunities for veterans and their families. Unlike traditional rehabilitation projects, this development will transform vacant land into newly constructed residences that establish the design, accessibility, and construction standards for future Aspire Homes for Veterans communities.
As the flagship development, 501–507 Orchard Street will demonstrate our commitment to thoughtful planning, sustainable construction, and community revitalization. Each home will be designed to support long-term ownership while incorporating features that promote comfort, accessibility, and energy efficiency. Beyond providing quality housing, this project is intended to serve as a model for future Aspire developments by creating a vibrant residential community where veterans can build stability, invest in their future, and establish lasting roots.
As additional Aspire Homes for Veterans locations are developed throughout Baltimore, 501–507 Orchard Street will stand as the first milestone in a growing portfolio dedicated to honoring those who have served through exceptional housing and community investment.

Originally constructed in 1920, 948 W. Franklin Street is a traditional Baltimore four-bedroom brick rowhome that has been identified as one of the next priority developments within the Aspire Homes for Veterans initiative.
Our vision is to transform this historic residence through a comprehensive renovation that preserves its architectural character while creating a modern, energy-efficient, and accessible home for veterans. The redevelopment will focus on incorporating universal design principles, accessibility enhancements, and updated living spaces to provide a safe, comfortable, and dignified home for those who have served our country.
As planning progresses throughout 2026, this property is expected to become a primary redevelopment focus in 2027, further advancing Aspire Homes for Veterans' mission of revitalizing neighborhoods while expanding quality housing opportunities for Baltimore's veteran community.
